            About HPCC                    

High Plains Community Capital seeks to promote
economic opportunities for low-to-moderate income
 persons and areas across the South Plains by making
non-traditional loans to small businesses.

High Plains Community Capital, LLC is a community development company established by banks across the South Plains. It provides non-traditional business loans and services that promote economic opportunities for low-to-moderate income (LMI) persons and/or areas by:

   
expanding small business opportunities,
   
creating jobs, and/or
   
increasing the supply of affordable housing.

High Plains Community Capital was formed to strengthen underserved people and areas on the South Plains by supporting sustainable growth. High Plains Community Capital is one of only a few companies in the United States - and the first in the region - created by banks to more effectively serve, and to improve the economic conditions of, LMI persons and areas.
                                       
LMI individuals and/or areas are those whose income is at or below 80% of the area median.
 

What Types of Loans Will HPCC Make?

High Plains Community Capital will not make loans that its Member Banks will approve, but will consider making loans that are somewhat riskier if the loans will positively impact underserved persons and/or areas. Such loans will:

    • be made to small businesses that are located in LMI areas and/or are owned by LMI persons,    
   
help to create jobs for LMI persons,
   
provide needed goods and/or services targeted to LMI persons,
    • increase the supply of affordable housing for LMI persons, and/or
   
revitalize or stabilize LMI areas.
 

How Can Loan Proceeds Be Used?

Uses for loan proceeds include, but are not limited to:

    • working capital
   
machinery
   
equipment
   
real estate

How Can I Apply for a Loan?

        An application and checklist of information needed to process a loan request are located on this website.

        To qualify for a loan a potential borrower must, among other things, have:

            • good credit (if not, contact Lubbock Housing Finance Corporation at 806-745-9559
                for help with budgeting and credit issues
);
           
a detailed business plan (if not, contact the Small Business Development Center at
                806-745-1637 for help preparing a business plan or to attend a small business workshop);
           
sufficient income to repay the loan;
           
capital to start or expand the business; and
           
experience and/or education related to the business.

        Loans will be made to businesses located in the following counties and the cities therein:
